PRESIDENTIAL HOPEFUL VUK DRASKOVIC CERTAIN OF VICTORY
President of the Serbian Renewal Movement (SPO) and presidential
25 hopeful Vuk Draskovic told reporters on Saturday that his chances
of victory in forthcoming presidential elections were ``very
big.''
Mr. Draskovic said that he had no serious competitor, to the left
or right of the political spectrum, for the presidential post and
30 that the only parties with broad support in Serbia were the
Socialist Party of Serbia and the SPO.
Asked what he would do if he was elected Serbian President, Mr.
Draskovic said he would increase state welfare spending, give
Serbian citizenship to all refugees and fight for their
35 repatriation and restitute the property of the Yugoslav royal
family, Radio B92 reported.
Asked to comment on possible expansion of Zajedno, Mr. Draskovic
said that the Zajedno coalition could not be expanded, but that
some kind of the ``asymmetric coalition may be an alternative
40 solution.''
CIVIL ALLIANCE SUPPORTS BROAD FEDERATION OF REFORM PARTIES
Leader of the Civil Alliance of Serbia (GSS) Vesna Pesic on
Saturday called for a broad federation of parties to link with the
existing Zajedno triumverate. Ms. Pesic said a federative model
45 was the best way to broaden Serbia's democratic front in
preparation for forthcoming elections.
Discussions about widening Zajedno to include other pro-reform
parties, spearheded by Zoran Djindjic, have dogged the coalition
for weeks. The main source of resistence to a broader Zajedno has
50 been Serbian Renewal Movement leader Vuk Draskovic.
MONTENEGRIN SOCIALISTS REPRIMAND ``POBJEDA''
The Montenegrin Democratic Socialist Party has expressed
dissatisfaction at the state daily 'Pobjeda``s reports on current
events in Montenegro, Montena-fax reported on Saturday. The DPS
55 Information Service sternly critisized the editorial policy of
'Pobjeda', praising instead the pro-Serbian government reports of
Belgrade's state media.
ALIJA IZETBEGOVIC SAYS DAYTON HAS COME UNSTUCK
Chairman of the Presidency of Bosnia and Herzegovina (BiH) Alija
60 Izetbegovic attempted to defend on Saturday a letter sent from his
office which was highly critical of the international community.
Mr. Izetbegovic said that he had sent the letter to raise
awareness of the regrettably slow implementation of the Dayton
Agreement.
65 The letter provoked an angry reprimand from US State Department
Spokesman Nicholas Burns who criticised Mr. Izetbegovic for
failing to recognise the good that had come out of Dayton and
instead listing a litany of failures.
Mr. Izetbegovic said that the letter was more than 'useless
70 weeping' and that he did not deny the good that had been done as
far as the military implementation of Dayton was concerned. He
said that the letter took note of the almost total non-
implementaiton of the civil side of Dayton.
REPUBLIKA SRPSKA REGISTERS 19 PARTIES FOR SEPTEMBER LOCAL

Nineteen political parties from Republika Srpska (RS) have applied
to the OSCE for registration in this year's local elections in the
RS and the Federation of Bosnia and Herzegovina.
Representatives of the OSCE called on the citizens of the RS to
80 register to vote by May 5.
