MONTENEGRIN PRESIDENT PUBLISHES TOP SECRET DOCUMENT

A top secret letter from the Montenegrin State Prosecutor was
35 published in full on Wednesday by the Montenegrin Prime Minister,
Momir Bulatovic. according to Montena Fax, the President decided
to publish the letter because he was dissatisfied with the
contents. Prosecutor Susovic said that the President could not
file suit against the State Security department, as he had not
40 produced any facts or hard evidence against it. The prosecutor had
found no breaches of the law or the constitution in the workings
      of the department.

The only revelation the letter contained was that the agenda for
the disputed meeting of police chiefs was drawn up by a top
45 official from the State Security commander's office and the head
of the fifth department of security. The letter went on to say
that the meeting was called to discuss legal measures to repress
the activities of a small group of extremists who planned to

55 world market. The international community does not insist on that,
but we want it and we shall therefore have to be cooperative,''
commented Mr. Beko at a conference, hosted by Belgrade branch of
the Yugoslav United Left (JUL), on the draft law on ownership
