    SPECIALIS'

On Thursday night the US State Department told Serbian President
Slobodan Milosevic that US Deputy Secretary of State John
Kornbloom would not visit Belgrade on his current tour of the
Balkans. The statement explained that Mr. Milosevic was still

The US State Department added that Deputy Secretary of State for
Human Rights John Shattuck would not visit Belgrade until the
Serbian opposition had established power in the 14 Serbian towns
it won in elections last November.

In a second message to the Serbian President state department
spokesman Nicholas Burns said that the decision of Serbian
authorities to deny visas to US congressmen did not help the
