    NEGOTIATIONS WITH STRIKING TEACHERS POSTPONED UNTIL 16.00 FRIDAY

    Negotiations between the Serbian government and striking teachers
    on Friday morning adjourned at 12:30 local time, with the
    government offering a 16% wage increase and promising to pay
    overdue saleries.

    Several thousand teachers and parents then returned to local
    schools to discuss the offer. Negotiations are to continue at
    16.00 local time when teachers will gather in front of the
    Government building, BETA reported on Friday.


    NEW SERBIAN-ALBANIAN DIALOGUE SCHEDULED FOR APRIL 7--9 IN NEW YORK

    On Friday, the American NGO -- Project for Ethnic Relations --
    announced that the delayed round table on Serbian-Albanian
    relations would take place in New York from April 7--9, 1997.
    Representatives of the Serbian Government, and opposition, and
    ethnic Albanian political groups from the disputed province of
    Kosovo will attend the meeting.

    The meeting, originally scheduled for December 1996, was postponed
    as a result of the post-electoral crisis in Serbia. The aim of the
    round table is to encourage informal dialogue on issues of common
    interest in Kosovo.


    ELECTORAL COMMISSIONS VERIFY OPPOSITION SEATS IN JAGODINA AND NIS

    On Friday Jagodina Electoral Commission verified 34 opposition
    seats in the local City Assembly. The Socialists now hold 17
    seats, the Yugoslav United Left 5, Radicals 3, independents 3 and
    the Serb Unity Party 1.

    Nis Electoral Commission also verified 48 seats for Zajedno, 21
    for the Socialists, and 1 for the Radical Party.


    NEWS FROM BOSNIA HERZEGOVINA AND CROATIA
    ------------------------------------------------------------------


    BRCKO TO REMAIN UNDER INTERNATIONAL SUPERVISION FOR ADDITIONAL
    YEAR

    Roberts Owen, Chair of the Brcko Arbitration Commission, stated on
    Friday that the Bosnian town of Brcko would remain under
    international supervision until a final decision about the cities
    future would be made in March 1998.

    Mr. Owen added that it was highly probable that Brcko would become
    a special zone in Bosnia and Herzegovina, BETA reported on Friday.

    Earlier in the day US armoured vehicles, under the supervision of
    S-FOR blocked roads to Brcko in an attempt to curtail possible
    outbreaks of violence.


    HADZIC CLAIMS CONDITIONS FOR SERBS TO PARTICIPATE IN EASTERN
    SLAVONIA ELECTIONS DO NOT EXIST

    On Friday Goran Hadzic, President of the Srem-Baranja Region (SBO
    -- Eastern Slavonia) said that conditions for Serb participation
    in local elections on April 13 had not been established. He
    explained that Croatia had not yet fulfilled many of its
    obligations, especially to Serb refugees.

    The Information Centre of the SBO in Vukovar reported Mr. Hadzic
    as saying that Serb refugees had not been able to obtain Croat
    papers or to return to their homes, BETA reported on Friday.

    Ivica Kostovic, Vice-President of the Croat Government, accused
    Serbs in Eastern Slavonia of being uncooperative and said that was
    why elections had been further delayed by one month.


    BOMB PLANTED IN RESTAURANT NEAR BRCKO

    Two were wounded in an explosion on Friday morning, after a bomb
    was planted in a restaurant near Brcko, Andra Angeli, spokesman of
    the International Police Force in Tuzla, stated on Friday. Mr.
    Angeli said that the blast damaged 5 houses close by, BETA
    reported.
