      DRASKOVIC WALKS OUT

Opposition leader Vuk Draskovic arrived in Belgrade on Wednesday,
20 having left the Serb-Albanian round table talks. The Project for
Ethnic Relations, which is hosting the talks, had no official
explanation for Mr Draskovic's sudden departure. The remainder of
the participants in the conference continued with their
discussions. A joint news conference will be held on Wednesday
25 evening at the conclusion of the dialogue.

      NEW TEACHERS' STRIKE

Teachers at 31 schools in Belgrade went on strike on Wednesday.
Several more schools announced that they will join the industrial
action on Thursday. The teachers are demanding payment of long-
  30 overdue salaries.

      DJUKANOVIC: NO RETREAT

Montenegrin Prime Minister Milo Djukanovic, at a media conference
in Slovakia on Wednesday, said that he had no intention of backing
down from his clash with President Momir Bulatovic and the ruling
35 Democratic Party of Socialists in Montenegro.

``Do I look like someone who is retreating?'' Mr Djukanovic asked
      journalists.

On Tuesday the executive committee of the ruling DPS party in
Montenegro decided that the views expressed in Mr Djukanovic's
40 open letter to the President had not met the demands of the party
      management.
