      KOSOVO IN NEW YORK

      The Albanian-language Kosovo daily Koha Ditore on Tuesday reports
  20  that Albanian delegates at the round table talks in New York
      argued for an independent Kosovo. The paper reports that the Serb
      delegates presented ``an interesting proposal, rather different
      from the official line,'' and that they also said that the issue
      was very difficult and that an urgent solution was necessary.


  25  DJUKANOVIC DEFIES BULATOVIC

      The Prime Minister of Montenegro, Milo Djukanovic, in and open
      letter to President Momir Bulatovic, has said that he is not
      prepared to reshuffle his government.

      Mr Djukanovic's letter reads in part:

  30  ``[... ] I think that the statements made by some members of the
      government are not sufficient cause to change the line-up of the
      government. Protracted suspicion, misunderstanding and conflict
      could further destabilise the political situation in Montenegro
      which would do immense damage to the development and prosperity of
  35  the republic. So for the benefit of Montenegro and Yugoslavia, the
      government is determined to follow the course chosen by the
      citizens of Montenegro in the last democratic elections...''
