      SERB-ALBANIAN ROUND TABLE STARTS

  25  The three-day talks between Serb and Albanian political
      representatives began on Monday at the New York-based Carnegie
      Foundation's Project for Ethnic Relations.

      The Foundation has stressed that the round-table does not
      represent formal negotiations but is a forum for ``open
  30  discussion,'' which nevertheless is to be held behind ``closed
      doors.''

      Leaders of the Zajedno coalition Vesna Pesic and Vuk Draskovic are
      taking part in the talks, while the third member of the Zajedno
      triumverate Zoran Djindjic is represented by the Vice-president of
  35  his party Miroljub Labus.

      Of the ruling leftist coalition only the President of New
      Democracy Dusan Mihajlovic accepted the invitation to attend.

      Also present from the Serbian side are President of the Democratic
      Centre Dragoljub Micunovic and Coordinator of the Ethnic Relations
  40  Forum Dusan Janjic.

      The Albanian side includes Vice-presidents of the Democratic
      Alliance of Kosovo Hidajet Hiseni and Fehmi Agani, President and
      Vice-president of the Parliamentary Party of Kosovo Adem Demaci
      and Abdulah Karjagdiju, leader of the Christian Democrats of
  45  Kosovo Mark Krasnici, leader of the former Kosovar Communists
      Mahmut Bakali and editor-in-chief of Kosovo Albanian-language
      weekly Veton Surroi.

      Serb representatives from Kosovo were not invited.

      The US State Department delegates at the meeting are Rudolph
  50  Perina and Mat Palmer, while the National Defence Council sent
      Head of European Affairs Alexander Webov.

      Former US Secretary of State Cyrus Vance and former US Ambassador
      to Belgrade Don Scenlon will also attend the round table. The
      chief mediator of the discussion is President of the Project for
  55  Ethnic Relations Allen Cassoff.


      NUNS: GOVERNMENT OBSTRUCTS OBJECTIVE INFORMATION

      The Independent Association of Serbian Journalists (NUNS) warned
      on Monday that the Serbian Government was hiding opposition to
      objective reporting behind high-sounding rhetoric on media reform.
  60  The NUNS statement warned that state media continued to be purged
      of independent journalists, FoNet reported on Monday.


      PHILIP ARNOLD SAYS AGREEMENT ON DUAL CITIZENSHIP WILL COME SOON

      Spokesman for the UN Transitional Administration in Eastern
      Slavonia (UNTAES) Philip Arnold told FoNet on Monday that an
  65  agreement between Croatia and FR Yugoslavia on dual citizenship
      was close at hand.

      He said the Croatian Government was in favour of dual citizenship
      and that it was now up to the Yugoslav Government to table a legal
      document to solve the issue.


  70  RESULTS OF REFERENDUM IN EASTERN SLAVONIA

      Serb hardliner and spokesman for the Eastern Slavonia Serb
      administration Milan Trbojevic told the BBC on Monday that 103,108
      citizens in the region had cast their votes in Sunday's referendum
      on whether the region should remain one unit after it was returned
  75  to Croatia. He said that this represented 77.02% of the region's
      electorate and that 99% of them were in favour of the region
      remaining a single unit.

      Ivan Vrkic, head of the Croation government in the region, voiced
      strong criticism of the referendum and said Serbs would be wiser
  80  to use their voting powers in the forthcoming local elections in
      accordance with Croatian regulations.

      UNTAES representives have also criticised the referendum and
      stressed that it is not legally binding.

      The official results of the referendum are to be made public on
  85  Tuesday.


      MURATOVIC CALLS FOR DUTY-FREE REGIME BETWEEN BOSNIA AND FR
      YUGOSLAVIA

      Bosnian Minister for Foreign Trade and Economic Relations Hasan
      Muratovic stated late on Sunday that Bosnia and Herzegovina should
  90  promptly sign an agreement to regulate customs and excise between
      the FRYugoslavia and Bosnia and Herzegovina. Mr. Muratovic said
      that the agreement should be similar to regulations in place with
      Croatia.

      In an interview with the Bosnian newspaper 'Slobodna Bosna,' Mr.
  95  Muratovic stressed that this was the only way to promote the
      Bosnian economy and encourage its exports, BETA reported on
      Monday.


      CROATIAN GOVERNMENT ENCOURAGES LAWLESSNESS AND CRIMINALITY IN
      KRAJINA

 100  President of the Croatian Helsinki Committe Ivan Zvonimir Cicak
      has accused the Croatian Government of encouraging lawlessness and
      criminality in Krajina and Western Slavonia.

      In an interview with the Split weekly 'Feral Tribune' Mr. Cicak
      said that Croatian Minister for Restoration and Development Jure
 105  Radic and government trustees who supported him should be tried in
      the Hague for premeditated ethnic cleansing. He stated that the
      Croatian Government had secret files on all those persons killed
      in the Croatian military offensive ``Storm'' which regained
      control of Krajina and Western Slavonia from rebel Serbs in August
 110  1995.
