    STATE MEDIA PRAISE CHANCELLOR

Radio Belgrade on Friday praised former Belgrade University
Chancellor, Dragutin Velickovic, for honouring his promise to
    resign.

``The Chancellor showed that he honoured his word, and those who
denied this had not even tried to justify their claims.'' The
state radio claimed that the student actions which had forced the
Chancellor's resignation were the tyranny of a minority.

    ZAJEDNO RALLY ON MARCH 9

The leaders of the Zajedno coalition on Friday announced that they
will hold a rally on March 9 in the Republic Square in Belgrade.
They intend to inform citizens ``about a proposal for the
introduction of the basic rules of democratic procedure, so that
free and fair elections can be conducted.''

``March 9 is the occasion for us to agree on the basic rules,
which are a necessary precursor for further democratisation of
society,'' said Civic Alliance leader Vesna Pesic. Vuk Draskovic,
leader of the Serbian Renewal Movement told a media conference
that ``Slobodan Milosevic retreats whenever he loses the battle,
but at the same time he is inventing new ways of cheating. New
laws are being prepared in secrecy, the cities where the
opposition won are facing economic blockade and financial attack,
while the free media are being attacked with every available
    weapon,'' said Mr Draskovic.

    YUGOSLAVIA ADOPTS RS AGREEMENT

The Yugoslav Federal government, on Friday adopted the Proposal
for Confirmation of the Agreement on Special Parallel Relations
between Yugoslavia and Repuiblika Srpska, which was signed on
February 28. The Government said that the Agreeement contributed
to peace in the region and that ``it was based on the principles
of friendship, trust, cooperation, independence, autonomy of
internal affairs, equality and human rights.''

    RUGOVA: DJINDJIC NAIVE

Kosovo Albanian leader Ibrahim Rugova has dismissed as naive,
comments by Belgrade Mayor Zoran Djindjic on the problems of the
beleaguered southern province. Dr Djindjic had said that the
Kosovo situation could be solved through economic regeneration. Mr
Rugova said that the problems in Kosovo were political as well as
economic. On Friday Mr Rugova called for an international
investigation of Wednesday's incidents in which a bomb exploded
near Pristina university and another was found next to a Serbian
monument in Prizren. Condemning the attacks, he said that they had
increased tension and that it had been only a matter of luck that
lives had not been lost in the Pristina explosion.
