GONZALEZ CAUTIOUS OVER MILOSEVIC'S LETTER
The OSCE will only congratulate itself when the recommendations in
its report are implemented, said the leader of its mission to
Belgrade, Felipe Gonzalez, on Wednesday. Mr. Gonzalez, in an

Slobodan Milosevic's letter to the Serbian Parliament ordering the

LILIC: ARMY AVOIDED MANIPULATIONS
The Yugoslav Army has preserved its unity and successfully fended
off many attempts from both home and abroad to manipulate it, said
Yugoslav President and Chairman of the Supreme Defence Council
Zoran Lilic on Thursday. Speaking during a visit to Nis, Mr. Lilic
stressed the importance of achieving political stability in the
country in order to attract foreign investment and said that
Yugoslavia could be a good economic partner.
SESELJ: MILOSEVIC BREACHES CONSTITUTION ONCE AGAIN
The Serbian Radical Party will vote against Milosevic's Bill to
recognise the November 17th election results because it is ``yet
another breach of the constitution,'' said their leader Vojislav
Seselj on Thursday. If the Serbian Parliament pass the Bill into
law, the Radicals will appeal against it in the Supreme Court of
Serbia in order to protect the law. The only legal way to
acknowledge the disputed election results is for the Public
Prosecutor to file extraordinary legal means in the Serbian
Supreme Court together with an application for protection of
legality or for a rerun of the election procedures, Mr. Seselj
stated.
BOZIC: WE SHALL INSIST ON NEW BELGRADE AND MLADENOVAC
Zajedno will insist on the full implementation of the report of
the OSCE, including the acknowledgement of opposition majorities
in New Belgrade, one of the biggest municipalities in Serbia, and
in Mladenovac, said Milan Bozic of the Serbian Renewal [Zajedno]
Party. The two Municipalities have been left out of the Bill on
electoral results drafted by the Serbian government on Wednesday.
Zajedno will take power in the cities where the act allows it in
the meantime.
CONDEMNATION OF PLANTED POSTERS IN VOJVODINA
Posters and German flags appeared on homes and vehicles belonging
to SPS members in the town of Vrsac, Vojvodina. These were
described as plants, designed to discredit the opposition, by the
Banat Forum [the ruling opposition party] and it advised citizens
to ignore this and similar actions by ``the last dictatorial
regime in Europe.''
CENGIC ESTABLISNING INTELLIGENCE NETWORK IN BOSNIA
The Clinton Administration has received a confidential report
stating that the Muslim Government in Bosnia was establishing an
intelligence network under the auspices of Iran, the Los Angeles
Times reported on Thursday, citing sources in US intelligence. The
LAT stated that Hasan Cengic, who was ousted from the post of
Defence Minister in the Sarajevo Government under US pressure, was
working on in intelligence on behalf of President Alija
Izetbegovic. According to LAT, Mr. Cengic was notorious for his
close connections with Iran, and he has now undertaken taken an

Clinton Administration, the LAT claimed, has not contacted Mr.
Izetbegovic yet, FoNet reported on Thursday.
CROATIA COMMENDS MILOSEVIC'S DECISION
The Croatian Government has favourably received Serbian President
Slobodan Milosevic's recommendation that the November 17 results
of the local elections in Serbia be recognized according to the
OSCE report, the Croat press reported on Thursday. Croat Deputy
Foreign Minister Hido Bisevic said in his talks with the Yugoslav
Charge d'Affairs in Zagreb on Wednesday that the carrying out of
this proposal would allow stabilization of the political situation
in FR Yugoslavia. He thought that this would meet Serbia's
obligations to the OSCE, the Dayton agreement and the Agreement on
normalization of relations with the Republic of Croatia.
