    STATE TELEVISION PUNISHES PRIVATE BK TELEVISION

    Wednesday's issue of Belgrade daily 'Dnevni Telegraf' reported
    that RTS (state controlled TV network) had cancelled agreements
    with private BK Television on BK's use of RTS re-transmitters.

    RTS stated that ``BK television had not met their financial
    obligations to RTS'' and therefore no longer had the right to use
    RTS re-transmission network.

    That network enabled 60% of Serbia to watch BK, but following
    RTS's decision it will only be possible to see the station in
    central Belgrade.

    ``Dnevni Telegraf'' pointed out that BK Television has given
    extensive coverage to the demonstartions in the last few days,
    including police violence on the night of February 2--3.

    BK confirmed that they had received the RTS letter but denied that
    they owed money to RTS and said that RTS owed BK money. BK also
    announced that they intended to sue RTS.


    OSCE CONCERNED ABOUT VIOLENCE IN BELGRADE

    The Organization for Security and Cooperation in Europe (OSCE)
    condemned the use of force to quell peaceful demonstrations in
    Belgrade, Reuters reported on Tuesday.

    Chairman-in-Office of the OSCE and Danish Foreign Minister Niels
    Helveg Petersen sent the following announcement:

    ``The Chairman-in-Office calls on the authorities to refrain from
    using force and instead implement the OSCE report in full as soon
    as possible. He also calls on the authorities to initiate
    constructive dialogue with the opposition.''


    DJINDJIC: MILOSEVIC IS AN OBSTACLE TO REFORM

    Opposition leader Zoran Djindjic, in an interview with German ARD
    TV, said that Serbian President Slobodan Milosevic represented an
    obstacle to democratic reform and that Zajedno would win elections
    later in 1997, Reuters reported on Tuesday. ``The recognition of
    the November election results would be the first step towards such
    reform, the second step would be free media. Free and fair
    elections later this year would be the third step,'' stated
    Djindjic.
