EU "offers a hand" to a new, democratic Serbia

PARIS, Monday -- The European Union today said it would offer a hand to the people of Serbia and those who represented a new democratic Serbia, while warning that "all available reports" on yesterday's elections indicated that any attempt by Yugoslav President Slobodan Milosevic to claim victory would be a fraud.

A statement issued form the EU's French Presidency, emphasised that the high voter turnout in the elections showed that Serbs wanted to take their destiny into their own hands. The statement reported that the presidency was in contact with the US and Russian governments as well as the UN and the OSCE and that EU countries were holding constant discussions on the issue.

The talks, said the EU, were focused on Serbia obtaining the place it deserved within Europe.
